Why Nonsuch Finance — Public Sector Financial Expertise You Can Trust

Public sector finance consultancy built on genuine public sector experience.

Nonsuch Finance is a specialist financial consultancy for local authorities, mayorol combined authorities, government departments and NHS organisations. Our advice is shaped by decades spent working inside the public sector — not observing it from the outside — so recommendations are grounded in how these organisations actually operate, fund services and account for public money.

Why Nonsuch Finance?

Most financial consultancies apply the same commercial frameworks regardless of client. Public sector organisations need something different.

Nonsuch Finance combines senior-level financial leadership with a practical, evidence-based approach built specifically for the realities of public sector finance — statutory duty, public accountability, political oversight and constrained budgets. Every recommendation is developed collaboratively with the teams who will implement it, and tested against long-term financial sustainability rather than short-term fixes.

The result is advice that is technically sound, operationally realistic, and relevant to the environment your organisation actually works within.

Founder Story — Enver Enver

Enver Enver, Founder, Nonsuch Finance

Enver Enver founded Nonsuch Finance after more than 30 years working at the heart of UK public sector finance, including as Chief Finance Officer of the Greater London Authority. His career spans senior finance roles across the Cabinet Office, the Home Office, local government and NHS Trusts — organisations operating under some of the highest levels of public scrutiny and financial complexity in the country. This experience continues to grow today by providing interim cover for CFO/Finance director roles, as well as providing senior financial advisory service to DfE and Local authorities.

That experience shapes how Nonsuch Finance works today: starting from a genuine understanding of statutory responsibility, governance and service delivery pressure, rather than applying generic private-sector consultancy methods to a public sector problem.

30+ Years of Public Sector Experience

Nonsuch Finance's expertise is built on more than three decades of senior public sector financial leadership, spanning:

Greater London Authority

Cabinet Office

Home Office

Local Government (Unitary, County, District level)

NHS Trusts

That breadth matters. Each of these organisations operates under different governance structures, funding mechanisms and reporting requirements — from statutory Section 151 responsibilities in local government to the operational and clinical financial pressures within an NHS Trust. Understanding how these environments differ, and where they overlap, means advice can be tailored to an organisation's actual structure rather than a one-size-fits-all model.

Our Approach

Together, these principles distinguish Nonsuch Finance from consultancy that is generic, detached from day-to-day operational reality, or built for a different sector entirely.

  1. Evidence-Based

Recommendations are grounded in robust analysis and a clear, accurate understanding of your organisation's financial position — not assumptions borrowed from a generic template.

  2. Sustainability-Integrated

Financial decisions are considered against long-term organisational resilience and future financial pressures, not only the immediate budget cycle.

  3. Practical & Collaborative

Advice is developed alongside the people responsible for delivering it, so recommendations are proportionate, actionable and realistic to implement — not theoretical reports left on a shelf.

  • Nonsuch Finance's approach is built on three principles.

Why Public Sector Specialisation Matters

Public sector financial decisions are rarely made in isolation. They sit within a web of public accountability, statutory duty, political and governance oversight, constrained resources, complex funding arrangements and competing stakeholder priorities — alongside an ongoing obligation to maintain service delivery and long-term financial sustainability.

A generalist consultancy can bring strong financial technical skill, but without direct experience of these pressures, advice can miss the operational and governance realities that determine whether a recommendation is actually deliverable.

Specialist public sector context leads to more relevant, practical and actionable financial advice — because it starts from an accurate understanding of the environment the recommendation has to work within.
